Encontré 'whitewashing' en publicaciones del Buenos Aires Herald y otras publicaciones argentinas traducidas al inglés, pero no me parece un término económico... "Laundering" se usa para "money laundering", con sentido negativo. "Tax amnesty plan" tiene el mismo sentido que "blanqueo impositivo" (creo)... ¿Alguna otra sugerencia?

An "guns amnesty" or "knife amnesty" means people can hand in weapons they should not have without being prosecuted for having them.
A tax amnesty would be a similar intiative, to try to coax delinquents back into the fold.

When they announced a tax amnesty for big-time tax dodgers here in Spain a couple of years ago, I asked if the 3 years' back payments on VAT being demanded (because I hadn't kept invoices for every sodding item I'd ever bought or paid for) would come under the scheme, the people in the tax office laughed out loud. "That's only for the rich" they told me...
Am still not (expletive) amused...
