What would be also VERY useful is to know what kind of text it is (some kind of instructions? for what? How to write a contract?), who is the author and what is the intended audience.

It would be useful if you could provide more context. It isn't a legal term and looks to me as though it is used to indicate text inserted, in a draft document, to assist business people, as opposed to legal specialists.
