Der Kunde erläutert: "When you sell a solution in the building industry, you try to influence the architect and consulting engineer to specify (foreskrive på dansk) your product. It means that in the tender process, one needs to fulfill the specification criteria to quote on the project."

specify / specification etc. can have many different translations in German. Most often, variants of "spezifizieren" are used. But within a certain context, "definieren", "bestimmen", "präzisieren " and "detaillieren" may be more apt.
Sometimes it is also helpful for the syntax to switch to the noun version "Spezifikation" or "Definition" etc. Now its up to you.

Explanation:
Für die Überschrift käme dann außer "Vorgaben" sogar das wörtliche "Spezifikation" in Frage, evtl. auch "Anforderungskatalog".

agree  Alexander Schleber (X): "vorgene" auch sehr gut. "ausschreiben" is oinly used with regard to tenders and has a specific meaning there.
