strap winder

Explanation:
how big is it? Can you give more context please?
Could be strap/belt winder maybe, depending on the size and use.

neutral  Tony M: I'm pretty sure that 'winder' is not the appropriate technical term here.

neutral  Tony M: I don't think that's the same thing — but interestingly enough, this IS the answer to a different question we had recently!

neutral  Nikki Scott-Despaigne: A perfectly reasonable suggestion, although taking into account the "mousquetons" it seeems less liekely than a "fall-arrester."

-> Thanks, Nikki. I hadn't searched the actual product image when I made this suggestion, because the problem term was just the first part. Please see my new & improved term. ;-)

Self-Retracting Lifelines

Explanation:
I looked at the images of this "ENROULEUR A SANGLE 2 MOUSQUETONS 1/4 TOUR" and now see what we're dealing with. It's a Self-retracting Lifeline. Please see links.

Please see more info here. The images clearly show the SRL with 2 d-rings and a fall limiter (arrester) without them. The SRL can have either webbing or a cable.

neutral  B D Finch: SRLs are, I believe, more often cable than webbing (latter only for shorter lengths) and may have a rescue handle for a rescuer to reel in the line. Essential to translate "sangle" (webbing), which implies that it is a fall-arrester-type SRL.
1 hr
-> I understand. But my link shows the SRL with 2 mousquetons and it says it can have webbing or cable. The fall arrester doesn't have the 2 d-rings. Please see new link.

neutral  Tony M: I agree with BDF here: 'lifeline' is very often the cable type, and the fact that 'sangle' is specified here (cf Asker's other question about 'cravate') suggests a different type. That's the whole point: S/T here says it's specifically webbing
1 hr
-> Please see my new link for more info. The SRL here can be equipped with either webbing or cable. And the fall limiter/arrester doesn't have the 2 d-rings.
