My interpretation: There are a number of related items which to bid on that would not be convenient to split up. For example, one cannot bid on a right wheel and not on the left wheel. So, some items go together as a set (zestaw) and should be bid on together. Hence, the line is the same as a set. Altogether, "zestaw ofertowy."
