Non-Profit Vocational Education School or Non-Profit School for (Continuous) Vocational Education. Or something to that effect. We routinely speak of for-profit schools (yeah, there's a bunch of those "black sheep" around, none of them good) as opposed to the more common good old politically correct non-profit (yeah, right) schools in the US.

thanks for stopping by :) I do have a penchant for the good old redundant British spelling, I must confess.
What I need is a not-so-coarse version of the brutal Russian abbreviation to explain it to the partners abroad.
I opted for NGO as I said it seems more important to stress that it is a not-for-profit and not a state-supported entity, rather than that it actually belongs to a private individual.

(except for that weirdly British "s" in "organisation," of course:)), if that's what you want to say. Still, an "organization for blah blah education" is commonly known as a school where I live, so why not call it what it seems to be - a private vocational school? Also, "private" is definitely not the same as "non-governmental," at least the connotation is totally different, but I know nothing of the broader background here, so you may actually be right on this. It also matters whether you need a safe Runglish name for some domestic purpose or other, or something that would be easily understood out there, beyond the reaches of the GOST:)

ЧУ определятся в ГК - статья 123.23 находится в части Некоммерческие организации, поэтому NGO (мне кажется, в передаче смысла _Частное_ учреждение важнее дихотомия governmental/non-governmental чем private/public)
