Context: an academic-style report about Islam in France (population statistics, attitudes, influences, etc.) which gives recommendations about actions.

Sentence: [il faut] "mettre fin à la tutelle – longtemps acceptée voire encouragée par la France - d’États étrangers, qui ne tolèreraient en aucune manière sur leur sol ce qu’ils pratiquent en France. Imagine-t-on la France, ou l’Italie qui vit sous régime concordataire, financer le culte catholique dans tel ou tel pays musulman ?"

The word "tutelle" here doesn't seem to transalte well with terms like "tutelage/guardianship/supervision", I'm leaning more towards something like "influence/control", but I'm wondering if there's a term or expression used in English for this sort of outside religious/cultural influence from another State.

I'd need to see a bigger extract from your original text, but before chosing the term, and more than one will be suitable, no doubt, you really need to work out what is being meant.

Sponsorship is part of it. It may even be very specifically what is meant. However, from what I have seen and understood, I cannot distinguish quite what is covered. The sentence about France and Italy suggests both.

Maybe the sentence before provides clearer insight?

Asker: It is both financial influence and more dogmatic influence (what kind of theology is preached). The next sentence is "Imagine-t-on le cabinet du Premier ministre envoyer le texte des prêches chaque dimanche aux desservants français établis dans ces pays ? C’est pourtant ce qui se passe en France aujourd’hui." So for me it's more than sponsorship which just suggests funding for an existing system.
