The document in question re - aveiro etc uses some pretty uncertain terms such as "unmooring" for "casting off".
Personally I wouldnt trust it!

Having copied and pasted a section of the sentence into google, the Port of Leixoes website came up; the section on the English page is translated as:

"Vessels sidling along the quay, without losing contact with it, provided that the captain or his direct substitute commands them. Exceptions are made for special safety situations outlined in the regulations of the port authority."

but I found a definition (in Portuguese): Artigo 10º

Considera-se manobra de correr ao longo do cais, muralhas ou pontes, a que se refere a alínea g) do artigo 3º, a efectuada desde que se muda de cabeço o primeiro cabo até que esteja toda a amarração com volta, no local definitivo, sem que a embarcação deixe de ter contacto com o cais, muralha ou ponte.
