"private" в данном случае - некое закрытое, служебное помещение, недоступное для обычных пассажиров. Кабина пилотов, другими словами. Смысл в том, что диспетчеры летают на откидном кресле в кабине пилотов по каким-то своим частным делам.

Как вариант:
"Кроме того, многие диспетчеры пользуются откидным креслом в кабине пилотов для (своих) частных (*неслужебных*) перелетов".
Ну можно еще мишуры добавить, например: "...пользуются привилегией доступа к..."
