This terms appears in some marketing text I am translating for a company that creates champagne "cuvées".

They explain the different stages of their creation process and the above term features in the following sentence:

"Obtention du statut d’entrepositaire en droit suspendu auprès des Directions des Douanes".

So it seems that they obtain a "warehouse operator status" on behalf of the company using their services but I'm not really sure where the "en droit suspendu" part fits into this.

I - with hands-on export & shipping experience going back a long way - would personally avoid 'suspenders' (American for men's braces), even in a 'bondage' scenario.

Explanation:
I nearly agreed with Adrian, in spite of thinking the correct form of words is "bonded warehouse keeper", but the suspension of duty applies to customs duty as well as excise duty and the two are not the same.

This explanation is from the Wine & Spirits Trade Assoc., but applies to other goods too:

"Excise duty is a UK tax due on all alcohol imported into the UK (or for what is referred to a ‘released for consumption’) regardless of where it is from, whereas Customs Duty is a European tax on alcohol imported from outside the European Union. For example, on a wine imported from Spain excise duty would have to be paid but not customs duty, but on a wine imported from Australia both excise duty and customs duty have to be paid."
