graft for renewal

Explanation:
See:

A graft is a piece of healthy skin or bone cut from one part of a person’s body and used to repair another damaged part, or a piece cut from one living plant and attached to another plant so it grows there.

A plant or tree graft is inserted or attached to a slit in a twig or branch and is used to renew or improve either the parent or the grafted section. It is a common method of reproducing geraniums everywhere in the world.

As ‘τομές ανανέωσης’ is written in inverted commas in your text, I don’t think that it is necessary for you to explain its relevance or what the writer means by it, because a native English speaker would understand what a renewal graft is and what it achieves in the fields that renewal grafts are applied. However, if you want to explain it, it implies renewing a programme or service by adding something to its core to improve it substantially.
