'Skimmer' can be a number of things: a basket that fits in the drain which you lift out and clean every week (in lieu of a strainer), a permanent part of the drain equipment, a separate basket attached to the side of the pool nowhere near a drain, or even a net on a long pole (see some of the many options at http://tinyurl.com/gplrbhu), so I don't think I'd use it as an orientation point.

I wasn't sure of the meaning of "ralo", which is why I posted the question. If you look up "swimming pool drain" you'll also find extensions like covers, suction covers, suction outlets, hoses, plugs, strainers, skimmers, etc. These are all pieces that fit inside the drain. It's clear from the context that the author was talking about fixing a certain area of the pool itself, not the piece that fits inside. All swimming pools have drains; the rest of the equipment can vary. (I owned and maintained a pool for 4 years, so I'm quite familiar with how they operate.)
Above all, I don't want to be any more specific than the context requires.

I didn't select 'strainer' because it's not part of the swimming pool. It is a piece that fits in or on top of the drain, not the drain itself.

I wondered about that too. In Brazil, that area is often referred to as 'skimmer', as in US-ENG.

...Honestly , in this case, is the RALO the drainer of the swimming pool surround, where the surface water runs to when the apron is hosed off for example, or is it actually at the borttom of the swimming pool as an OUTLET? Quite honestly I am confused.

At least in the US, my experience is that the usual word is strainer, per Mario's suggestion. Never heard outlet used. Strictly speaking, this is the location where the pool might drain, but that is not its primary function (which is constant recirculation for the purpose of filtration). How often do you drain a well-maintained pool?
