HI modifier is only used when a Certified Peer Mentor provides or assists with a non-Peer-Delivered covered service, e.g., Assertive Community Treatment (H0039), Community Living Supports (H2015), and Treatment Planning (H0032), etc. http://www.dwmha.com/portals/0/documents/dwmha_manual2013_r_... I asked before, and still no response, but if this is for the USA (you neglected to provide your target audience), I would leave "HI" as is, as it irrelevant to the substance of the translation, if in fact it is some code or identifier of some kind.
