Como os tempos são de modernidade, a comunidade piscatória de XXX também comemora, todos os anos a 31 de maio, o dia do Pescador, com um programa animado para estimular o convívio entre as gentes do mar.

The 'cursed' disabled boy and the people of the sea

Nesse artigo, o autor usa a expressão people of the sea para fazer referência a uma comunidade de pescadores, o que me parece bastante compatível com seu contexto.

Explanation:
Seria a minha sugestão...

whereas, in order to ensure the economic viability of the fishing industry, its adaptation needs to be accompanied by socio-economic measures designed in particular to achieve the highest levels of safety by means of fleet modernisation, secure a high level of training for people working in the industry and improve working and living conditions for people living from the sea,

agree  Sormane Gomes: Since the text refers to the "comunidade piscatória" this would seem to be the best solution, but live 'off' not 'from' (one lives off not from the sea). I suggest 'those who live off the sea.'

seafarers

Explanation:
Finally, the issue arises of how to integrate the IMO's guidelines on the fair treatment of seafarers, which were adopted in 2006, into the proposal for a directive - I am referring here to Amendment 22.

Por fim, coloca-se a questão da integração, na proposta de directiva, das directivas da OMI relativas ao tratamento equitativo das gentes do mar, adoptadas em 2006: refiro-me à alteração 22.

Notes to answerer
Asker: I could use this term if I was looking strictly for people who make their living on the sea (sailors, fishermen...). However I need a broader term that includes an entire community with a link with the sea, its activities and traditions.

Explanation:
refers to people who live by the sea, such as in coastal towns, or from the sea, as well as on the sea. Thus the terms sea vs. land dwellers.
