Just because Venezuelan bureaucrats like to be wordy, doesn't mean that we have to translate every word. I would just say "Article 45". It doesn't matter that there's only one item/section/paragraph in it. By the way, I am a Venezuelan (but not a bureaucrat).
After further reading, I believe you have linked the appropriate law, which lists the statute in question. However, I don’t see Artículo and aparte as Article and section, but as Section and paragraph.
Yes, I knew that is what you were driving at when you posted your question. However, and IMO, I don't see the need to get into the issue of Statutes. Isn't Article 45 present in its entirety in the attached link, or am I still missing something? (and for that reason, I think patinba's proposal is fine). Regards.

IMO, Artículo would be better translated as Section, at least for the US and Canada. Therefore, aparte would either be Sub-section (if numbered or lettered) or, probably even better altogether, just paragraph. To translate aparte as section would lead the reader to think that it's the whole statute, rather than just a part of it.
Do you know what statute is being referred to by "Art. 45"? It would be nice to read that to see what the translation should be.
