I've found a couple of examples where it means this, though I would have expected to find more. But I haven't found any where it means something else.

I suppose that for a training programme you might say perhaps say "full day with lunch break", or something like that.

neutral  B D Finch: From your examples, it doesn't seem to mean that.// Given the working hours for the others, I think it wouldn't be legal for them to have no meal break, so I think it's flexible. For the last two of "Particulier", the break is set.

  -> Sirène has a morning and afternoon with a break in the middle; the others are all continuous. // Particulier includes the others; the last 2 are sirène. Continuous probably does allow for short set breaks. But start and end are fixed in all cases.

Explanation:
Judging from Charles' references, I come to a different conclusion from his. To me, this looks like core or fixed hours and I would guess it derives from factory hooters marking the start and finish of working hours.

"Does anyone remember the mill / factory sirens that used to sound at the start and end of lunchtime to tell the workers it was time to either leave or go back to work?

When I was a young lad growing up in Morley (which was full of mills at the time) I can remember there were at least 2 mills within earshot that had slightly different sounding sirens (i cant remember if they were referred to as sirens / buzzers or something else).

The mills I remember having the sirens were the JAPA paper mill at the top of Churwell Hill and Springfield Mill, which was at the bottom of Springfield Lane, the street where I lived all through my childhood. I think the sirens were usually fixed to the top of the mills chimneys to echo the noise over a wide area as a lot of people would go home for their dinner and the noise of the siren told them they had about 5-10 minutes to get back for their shift."

neutral  Charles Davis: I don't think you've read my refs right. All the hours mentioned there are fixed. // Come now, that's pure conjecture! And the same could well apply to those on sirène. The only diff. is two blocks not one; all start and end times are fixed

  -> The other hours are flexible in the sense of worker control over when they take their breaks, so could possibly use that to arrange to start late and leave early from time to time.
