This is in a Lastenheft for an on-train Wi-Fi system, but is not a technical question. I expect this means 'checked' or 'selected' but I can find no relevant hits on Google or Linguee, so it could be useful to clarify this for the future.

it's the same as "Option in Anspruch genommen". Just a different term. Used in soccer all the time, but it has the same meaning in your context.
