English to German translations [PRO]
Law/Patents - Certificates, Diplomas, Licenses, CVs / Letter of Department of State that came with certificate

English term or phrase: To all to whom these presents shall come, Greetings:

Dear colleagues, my partner is translating some certificates. Together with the certificates is a letter from the Department of State with this phrase. Could someone help us with this phrase? What would be the correct German translation?

More information:

In the letter from the Department of State you can also read:
"I certify that the document herunto annexed is under the seal of the state of South Carolina"
"For the contents of the annexed documents the department assumes no responsability. The Certificate is not valid if it is removed or altered..."

Explanation:
I do agree with the others that this does not find an expression in German to the same degree it does in English. If it needs to be translated, I'd like to offer the even more polite version of "sehr geehrte damen und herren" by replacing "geehrte" with "vereherte". It's probably one level below "Your honour". It should in the end mean teh German equivalent to "to whom it may concern".
