In the above, can “flowering” be used? I think Yamagata is beautiful place, but it is not especially flowering.
I am sorry to forget to answer the question about flowering. I think this flower mean safflower, which is the flower of Yamagata City and Yamagata Prefecture.

Thank you very much! The original saying is "Yamagata of safflower or Yamagara of flower" from the folk song in Yamagata. I wold like to know if there is another better saying.
Sue-my, can you explain what is supposed to be meant by flowering? Does it mean that there are a lot of flowers...or is it supposed to mean something like "budding" or "prosperous"?
