My solution so far is 'matching issue,' but I've pieced that together and I'm not finding much in the way of corroboration.

Explanation:
Based on a Google search of the string with linguee.com, it seems to me that something roughly along the lines of "line of credit" may be correct. If I correctly understand the linguee.com results, something more like "secured line of credit" may be better, because I think the example I find there suggests drawing some liquidity in relation to a bond that is still held by the bond owner.

Well, clearly Daryo hates linguee. Kudoz to the other answerer who got the more appropriate term, but the notion of a "secured line of credit" is absolutely on the money. It is a line of credit secured by a bond. I guess that's called a "tap".

I think "secured line of credit" offers a more intuitive understand of what's going on. I got that understanding by looking at the linguee.com hit which uses "tap" (the selected answer) and looking through several answers to CORRECTLY identify the underlying meaning.

If the context isn't enough to be sure, yeah, of course, you look for more sources to confirm. Duh. I was right in the interpretation, but not the jargony term. But there is an established term which is understandable to 0.01% of the population instead of 20% of the population. Well, translators use the established terms, as a general rule (I usually contact the authors to propose non-jargon translations, but that's a luxury of working directly for the authors).

  -> How is digging through unrelated stuff unlike any translator search whatsoever? As I point out, in the top few hits there is essentially the basis of the correct translation (taps). Also, note that the contextual interpretation it led to was correct.
