This is from an article written in 1973 about a press conference given by a Mexican president in Lima:

El presidente se explayó en una larga respuesta, donde valoró la Constitución de 1917, “que es preciso pulir”. En el contexto de la polarización de la Guerra Fría, afirmó que es “un instrumento de desarrollo y de independencia nacional”. “[…] nuestra Revolución nos ha dado un instrumento de independencia frente a unos y a otros, porque no hay independencia con enajenación”. Continuó ponderándola en el contexto de una política de concordia con empresarios nacionalistas “que consideren su tarea como una función social frente a la empresa extranjera” y, finalmente, dijo que la Revolución se hallaba en un proceso de revisión valorando las libertades de expresión “en todos los ámbitos de la vida nacional”.

Sorry folks, as soon as I saw "Guerra Fria" in caps I assumed this would be the most suitable option. I didn't really pore over the context thoroughly, was just passing through :)

neutral  philgoddard: This implies that their previous relationship has not been good, but I don't think there's any evidence that this is the case.

  -> But what about: "En el contexto de la polarización de la Guerra Fría..." in the source text?

neutral  patinba: detente is fine for international relations, but the context then goes on to mention policy regarding local business sector, where the term does not quite fit.
