Explanation:
The text is ambiguous because, to be clear, it should be written this way:

PROVIDED ALWAYS THAT they make the grouping their personal responsibility

Explanation:
grouping: economic interest etc. and nothing to do with pop, rock, rapper or football/soccer groupies.

Note the caps (and underlining) of the opener.

Reference information:
You provided full context, which is obviously helpful. However, you do not ask a specific question. Which part of the phrase posted is causing the difficulty? Like Bohy (discussion post above) I suppose that the expression "faire son affaire personnelle de quelque chose" is causing the problem. You do not say so though. Also, it might always be evident that you do in fact have an expression in the extract causing the difficulty. The trick here is to "neutralize" the expression into the 3rd person of the singular, thus with "son" and then get searching on Google.

Examples :
1) http://www.cnrtl.fr/synonymie/faire son affaire de/verbe
Syn. S’accommoder, se charger

2) http://www.larousse.fr/dictionnaires/francais/affaire/1388/l...
En faire son affaire : s'en charger personnellement

3) http://www.languefrancaise.net/Bob/19813
en faire son affaire (en faire son affaire, loc). En être responsable, prendre la direction des opérations, en faire une affaire personnelle, prendre la responsabilité de qqchose, s'en charger personnellement, s'engager à assurer la réussite de qqchose.

Thereafter, once the expression has been identified, the meaning sought, you need to adapt to suit the context.

With all due respect, your initial post does not make clear what part of your post is causing the problem. The phrase posted is long and contains three parts :

"[ne peut...qu’à la condition de"
"faire [son] affaire (personnelle)"
"le groupement"

There is the grammar construction of the first part, the expression of the second part and the meaning in context of the term in the third part.

When posting, context is essential and we have a nice full extract. However, it is essential to point ou what you understand and what is actually causing the prolem.

Here, I have suggested how you migh go about dealing with the second part, and provided references, which is why I have posted in this section. A neutralized term search would have lead you to Colin Morley's post, referenced by Adrian. You may not have recognized it was an expression of coruse. That happens!

Wehn posting, it is therefore helpful to indicate in addition to complete context:
- what parts of the phrase you understand
- what you understand those parts to mean
- indicate the searches you have undertaken

Sorry for my typos : "might", "course", "when"

The more explicit your post, the more efficient
