This is from the description of a Soviet-era political document:

Лист папки-двулистки голубого цвета (размер 220 х 300 мм).

Curiously, there were 450 hits in Google.ru if queried from the US, but none if queried from Russia (!)

I was thinking that perhaps it's something like what we call a "manila folder" or a "file folder" in the U.S., except for the idea of a "sheet" (Лист) of a folder

When I was with the USSR MFA in the late 1980s we used these 'manila folders' (industrially made by folding а sheet of а heavy/cartridge paper - а bit larger than A3 format so that regular A4 documents would fit in - in half, and supplied to our administrative offices in stacks) every day for working with sensitive diplomatic documents (to simply keep such documents in these folders on one's desk away from bystanders' eyes). As I recall these manila folders were of different colours - canary, pale blue, light green, navy blue, red - which was used to sort the documents when making selections for higher officers, i.e. 'For Your Reference', 'For Review', 'For Instructions', 'For Action', 'For Immediate Action'.

In the MFA archives I came along documents that were kept inside binders ['Дело'] in brown-paper envelopes [Пакет] (sometimes sealed with a wax seabord, and inside some of these envelopes the documents were further protected from unintended viewers by manila folders which were sometimes protected from inadvertent opening by a scotch tape. Sometimes there were hand-written inscriptions on these manila folders which made them a separate archival safekeeping unit and that was reflected in the 'опись' (List of Content).

As a manila folder is in fact an A3+ sheet (just folded in half), it was listed in the 'опись' as ONE achival unit --> 'лист'.

So I would translate 'Лист папки-двулистки голубого цвета (размер 220 х 300 мм)' as 'Sheet of а pale blue manila folder (dimensions: 220x300 mm)'.

Explanation:
manila folder is a very specific type of folder. And i'm not sure if папка-двулистка looked exactly like it. It could be a sort of a binder. So, I'd say 'file folder', 'folder' or 'file'
