On utilise aussi indice de référence, mais la source ici est "rate"

Per this Wikipedia article, the "reported rate"

could also mean the "submitted rate"
"The banks are supposed to submit the actual interest rates they are paying, or would expect to pay"
so this should become in French "taux déclaré par la banque" (à la BBA pour que celle-ci fixe le cours de référence), however it does not fit so well wtih "artiifically suppressing" because the bank needs no specific trick or excuse to lower the rate that it states by itself
