I believe this concerns the actual wall structure itself. In a section titled "Situation de projet Seisime", provisions are given regarding certain structural forces that need to be withstood by the construction. The term appears in a sub-section titled "Maconnerie avec capacite de deformation accrue", where a "stress/deformation curve" is shown on a graph and assessed. As part of the discussion, they have as follows: "Les conditions aux bords du mur (en console ou encastre a la base et en tete), le taux d'effort normal, l'elancement (hw/lw), et, le cas echeant, le taux d'armature, de meme que la disposition et l'ancrage des armatures doivent etre specifies." Can you provide any of the surrounding text? It is not at all clear from the extract you have quoted whether it is the actual wall or something attached or adjacent to it that is "en console ou encastré à la base et en tête".

Unfortunately, the description I provided is as specific as they get with regard to the type of wall. These are provisions from a general structural engineering perspective - to take into consideration when executing any project involving masonry. They make specifications here and there (though not in great detail), and this is just one of those things.

Usually, 'console' connotes some idea of 'sticking out from' or 'backed onto' — think brackets and a 'console table'; however, I can't see what they mean here, unless it is a free-standing wall normal to some other plane.
However, I think the implication is that it is not "built in" to the slabs at top and bottom (perhaps more like 'built on'?), unlike the other type of wall mentioned.
BTW, what kind of walls are these? Are they block or brick walls, or are we talking here about poured concrete walls?
