The whole thing is mysterious to me, but especially the use of замыкаться на.

Thanks, товарищ! I think "predicated upon" makes the most sense here, even though the Russian word may be used wrongly. I think the idea is that the racist youngster is to be confronted in the improved media by "objective" information about migrants, which will make him less racist. Thanks to everyone else too.
