le "having" ici indique le lien : on leur a demandé de le faire passer l'examen, et puisque eux ils ont déclaré/certifié qu'il a réussi l'épreuve.... (on peut lui donner le diplôme...)
Je n'ai pas de problème avec "certifier". Mais je pense que sur ce genre de certificats on dirait plus couramment "déclarer"
