For "Ele disse que está disposto a pagar um adiantamento expressivo mas que a negociação não anda", my thought is render it like this:
"He said he would rather put down a large (or significant) down payment than having no contract talks."

"a negociação não anda" sounds idiomatic and is where my doubt arises. Que acham?
