Notes to answerer
Asker: Thank you Antonio. My problem is that I don't believe this has anything to do with the Soviet Union or communist groups, or any of the others mentioned in that Wikipedia page, it concerns a meeting of the Patronato Nacional de la Mujer del Año.

Explanation:
My reasoning is circuitous, so bear with me. I saw on the Internet the "Patronato del Mujer del Año" is translated as 'Women of the Year Foundation'.

See:
https://www.softtek.com/newsroom/news-releases/softtek-presi...
Blanca [Treviño] was a founding member of Softtek in 1982 in Monterrey, Mexico and has been leading the company as President and CEO since 2000. In 2014, Treviño was named Mexico’s “Woman of the Year” by the National Women of the Year Foundation (Patronato Nacional de la Mujer del Año).

This translation sent me to search for 'Women of the Year Foundation', where I found a UK site:
www.womenoftheyear.co.uk/foundation/The Women of the Year Foundation was established in 2001 with the aim of helping women to fulfil their potential and become, in their own context, future ...

The UK WYF has a **Board of Directors and a Nominating Council**.

I'm assuming that the speaker is referring to the Board of Directors of the equivalent Mexican body.

Note to reference poster
Asker: Thanks, Ross, I hadn't seen that anywhere. I took a cursory look at the first few pages of Google and they seemed to be purely references to communist countries and proper names, then I looked it up in a few dictionaries. I still find it a bit odd that I haven't come across it before in this context, but we all have our blind spots I suppose. Again, thanks for your time!
