I'm translating a contract for decommissioning of printworks. A lot of expressions in it are unclear (including the following headline)

Electrical Outline Method
All primary services to be isolated prior to the Contractor beginning onsite with a plant release issued. The order in which the dismantling will be carried out will be agreed prior to works commencement.

transfer of possession
Explanation:
This probably means a document releasing the plant into the possession of the contractor, so that they can carry out the work. However, it is not the usual way of putting it. Note that possession is not the same as ownership. When a contractor is carrying out major works, they need to be given possession of the site before start-on-site. This means they have control of access and responsibility for expenses arising, damage etc. At completion, possession is handed back to the owner.
