neutral  Robert Forstag: "Community effects/repercussions" would not seem to constitute "actions to be implemented" (the clear meaning of the Spanish introducing the items subsequently listed). / I think that the intended sense here is "having an impact on" (i.e., the community).

  -> You're right of course and I should have pointed this out, thank you. This isn't an action that can be implemented, but then neither is "incidencia" in any sense of the word as I understand it.
