that being said, "fiscalización" is a buzz word in Argentina and has nothing to do with taxes and a lot to do with supervision/inspection/checking/control (somebody came up with this over the last few years and now it appears on road signs and you name it)

then it appears to be a standards enforcement agency.

I'd say "employment standards agency/bureau/office" conveys the fact that it is an office actively looking to inspect and check whether employer's are complying with standards regarding the workplace, hiring and welfare contributions.
