agree  AllegroTrans: It couild be "administration" if the term is intended to include the government and all other public authorities etc.

neutral  Daryo: the Administration = the Government it's more the US perception, but in French "l'administration" is more "any public body"/"any authority" not the same as "le gouvernement" (= the PM and the ministers, nothing more)

neutral  AllegroTrans: IF this is what is intended, but the ST does say "or a hospital authority"

  -> ? the ST says "l’administration" [=any public body/authority - like the NHS] OR "une structure hospitalière" [any kind of hospital, anything that is structured like a hospital]" // can't see any "hospital authority" in this ST!
