Здесь я просто не могу понять, чем отличается первый от второго, ведь оба эти слова можно перевести как использованный.

У меня получается вот так: Сумма основных вычетов с налога на добавленную стоимость, использованых в течение предыдущего года и их обращение на счету прибылей и убытков, а также обращение на счетах подлежащих оплате основных вычетов из НДС. Но тогда непонятно, как разделить идущие два подпункта:
