On a certain level, this is a matter of style. Complicating matters is the use of a noun where a verb would work much better. One can consider many elements that may go into a calculation/model etc. , but noun "consideration" carries different connotations to me. It is very qualitative in my opinion. Was it included or not, or was it just considered and, perhaps, rejected?

Approach means method, model, etc...
Consideration (or "account(ing)" like you propose) means just including of this certain phenomenon (neutron rearrangement) to existing approach (method, model, theory)

The sense of the translation is approach. Semi-empirical consideration is not scientifically descriptive.

proposed "semi-empirical account" are "A. V. Karpov, V. A. Rachkov, and V. V. Samarin" - sure not natives. And this is the only hit in the Net for this translation option. The word "account" is completelly another kind of "учет".

Phrase "semi-empirical approach" means "полуэмпирический подход"

A native speaker and scientist (me, that is) might say "using a semi-empirical approach/method" :
quantum model with semi-empirical account for neutron redistribution/rearrangement. I will let mk_lab provide examples of "consideration" in a scientific text authored by a native speaker.

MacroJanus, thanks. The paper for which you provided the link was written by non-native speakers. How would native speakers put it then? I doubt "accout for" is correct.
