agree  polyglot45: I disagree for once with mchd - I think it is the crossroads or roundabout they have to build on land to provide access to the port from the road network - junction might also work

agree  Nikki Scott-Despaigne: The sentence is all about the road networks so "intersection" is the best solution. Strictly speaking it would be "crossroads", (the intersection of two raods), but the term is used any intersection (incl. roundabouts too). (Not "terrain", "land").
