Spanish term or phrase: balance de emisiones

Hello all. I am translating a document apparently from the Intergovernmental Panel on Climate Change (IPCC) about carbon emissions in Mexico. I am a little bit confused about what the subject term means here. I've noticed that in many documents of the IPCC, it means "emissions budget." However, I am thinking that it might have more to do with net emissions or something of that sort based on context. What do you think? Here is the context:

"En estas publicaciones del IPCC, se muestra que la estimación de balance de emisiones del sector forestal es el resultado de una serie de sumas y restas de emisiones y absorciones de los diferentes almacenes (biomasa, materia orgánica muerta, y carbono del suelo) para cada una de las subcategorías (“Tierras convertidas en tierras forestales” y “Tierras forestales que permanecen como tales”) indicadas por él panel."
