is correct, IMO. This is a very meaningful number in Brazil, but translating that into English may require some creativity. You could perhaps leave the "13" part, and explain it's the PT (Lula's political party) number in the elections. The symbol of this party is a red star with the number 13 inside. The "171", on the other hand, is an article of the Brazilian penal code, and would make no sense in English. In Brazil, when someone is a corrupt SOB or a thief, we say, popularly, What a big 171.
