Norwegian to English translations [PRO]

Norwegian term or phrase: avgivende avdelning/overførende avdeling
In a small segment of a document that appears to be discussing transferring departments. I am wondering for a good English translation for these two terms:

"retreating department" / "transferring department"? Or the "lean department" / "transferring department" as at the end of the segment below?


Intern opplæring legger beslag på de dyktigste medarbeiderne ofte over en lengre periode.
Resultatet er en midlertidig dipp i produksjonen.
Når opplæringen i sin helhet gjøres av avgivende avdeling er naturligvis dette problemet langt mindre.

Tidligere i høst ble det utarbeidet en overføringsmanual for å forenkle overføringen, da særlig for avdelinger som ikke har overført oppgaver tidligere.
Manualen er en sammensetning av "best practice" der vi har tatt med det vi har gode erfaringer fra tidligere overføringer.
Dette, samt tettere oppfølging av overførende avdeling, skal sørge for bedret timing i overføringen.

På sikt rekkes også lean-avdelingen inn som støtte.

This is in-house jargon at the company, not standard insurance terminology, so you won't get help here.
We have been using "submitting" dept and transferring dept,
meaning the dept is submitting an order/assignment and transferring the assignment to the other company
