Commercial Secretariat


Explanation:
The term "secretaria comercial" only appears in the header on the first page of the ST, and is all in upper-case: "SECRETARIA COMERCIAL". So we don't know whether it refers to a single "secretary" (one of neilmac's "General dogsbodies") or to a complete "Secretariat", staffed by two or more "dogsbodies". Later the ST refers to a whole fuerza de ventas, strongly suggesting the latter: Secretariat. IOW, the ST describes the functions of the entire commercial secretariat, not just of one commercial secretary.

"Commercial", not "Business", because (again, as per the ST) this Secretariat is part of the empire of the Director Comercial, and is dealing with sales, not the company's business strategy.

Of course, if Asker can find out what the "Director Comercial" is called in English, in this particular company, then the translation of 'comercial' should be adjusted accordingly.

E.g.:
If

"Director Comercial" = "Sales Director", then "Sales Secretariat"

sales secretary


Explanation:
Although at first I agreed with neilmac's answer (and "business secretary" is a valid translation), in this case the job description in the link says "Gestión y asistencia secretarial a los departamentos de marketing, comercial y
financiero, así como organización, apoyo y coordinación al equipo de ventas de la
empresa" and mentions the "fuerza de venta" "vendedores" and "comerciales", along with sales-related activities like getting quotes and so on, I think that in this context the best translation is "sales secretary".

I actually used to work as a "business secretary" and the work was not oriented to only the sales/marketing/finances part of the company.
