Russian term or phrase: цоколь (here)
I would normally use "base" but here we also have a church foundation.

From a work on architectural monuments of Constantinople written in a "popular history" style.

Храм исследовали без спешки, образцово. Для его датировки было привлечено все, включая штампы на кирпичах – судя по ним, фундамент и цоколь храма возведены после 509 г., а сам он между 517 и 521 гг. или несколько позже.

Plinths have been constructed on buildings throughout the ages and periods of architecture.
A building has 2 basic parts:
1) Sub-structure or Foundations
2) Super-structure
Sub-structure or Foundations is the lower portion of the buildnig which transmits the loads of the super-structure to the supporting soil. A foundation is therefore that part of the structure which is in direct contact with the groundto which the load is transmitted
Super-structure is that part of the structure which is above ground level. A part of the super-structure located between ground level and the floor is known as plinth.
