The EU has b*ggered this up IMO. "Food business operator" ought to be the term, and it is in India, for example:
"Any undertaking, whether private or public, for profit or not, carrying out any of the activities related to any stage of manufacture, processing, packaging, storage, transportation, distribution of food, imports and including food services, sale of food or food ingredients."

"the natural or legal persons responsible for ensuring that the requirements of food law are met within the food business under their control"

On the other hand, EU docs seem to use "food operator" to mean someone operating in the food business; e.g.:
"The draft regulation seeks to introduce mandatory nutrition labelling, to specify the responsibility corresponding to the role of each food operator in the supply chain and to improve the legibility of the information provided to consumers"
