Ce qui peut "dramatically change the meaning of "commission" dans ce cas-ci, ce serait d'utiliser le terme "commanditer" (to finance, to sponsor) là où on demande de commander ou de commissionner (to order, to commission). Je ne vois pas quel sens vous donnez à "commanditer" qui permette de rapprocher ce terme de "to commission", d'autant que cela ferait du soumissionnaire un commanditaire (quelqu'un qui paie) plutôt qu'un commissionnaire (quelqu'un qui est payé).

Note: "commissionner" = donner à quelqu'un commission d'acheter. Commissionnement: mission d'acheter pour le compte d'autrui. - Lexis

'm afraid - the meaning the most likely in this case:"commanditer" is NOT even listed in this dictionary;

not to forget that with the given context there are at least two totally different and more or less equally probable meanings for "commission" ....

"XXX. is pleased to respond to this request for the commission, design, configuration and implementation of a new Reservation System for xxx and xxxx"

is part of "a tender request for new ticketing system"? It sounds more like the response to "a tender request for new ticketing system".

Which one is it? That can dramatically change the meaning of "commission" ...
