This is in a specification for contractors bidding to construct a stadium.

L’équipement de base devra être intégré dans son environnement et mis en valeur par :
• Une architecture donnant un signal fort et valorisant le territoire,
• Un parvis d’accès permettant une animation urbaine et créant un nouveau lieu de vie,
• Des activités annexes dont pourront profiter les riverains et habitants du territoire.

Les travaux annexes à réaliser sur toute la zone :
• Voiries à créer et emprises de chaque côté à aménager en voies circulâmes,
• Liaisons piétonnes à créer avec espaces verts, éclairage, bancs, *lieux d’animation*...

In the above context of contractors being asked to generate activities benefiting local residents and info from French sites my take on "Lieu d'animation" is "area for community events and activities" but maybe I am adding too much interpretation and there is a more general translation of this phrase that fits here?

it's more about "activities" with audience participation than what is usually called an "event" that requires a dedicated "venue" - I would even be tempted to ditch "events" - all various "community centers" are primarily meant for various "activities".

If these "lieux d'animation" are outdoor/open spaces I would leave "area".

agree  B D Finch: I disagree with Daryo's objection because we simply refer to these things differently in English and in French, so word-for-word translation doesn't work. However, "event and activity venue" gets quite a few ghits and covers everything.
