I'm really looking for a translation of one compared to the other. Thanks!

Explanation: I'm looking for the French equivalent of "workforce allocations" compared with "workforce overhead". Definitions below. Help much appreciated.

workforce overhead:
The sum of employer costs related to workforce events and allocations

workforce allocations:
The sum of all employer paid costs for employee emabling items including: IT tools, HT programs, facilities, general administration, etc.

(workforce event: The sum of all employer paid costs for employee related events including: relocation, severance, recognition program, hiring agency fees, merger events, etc.)
