I contratti definiti cost-plus sono caratterizzati dall’erogazione al soggetto gestore di sussidi ex-post indipendenti dal risultato raggiunto, e che anzi vanno a copertura del disavanzo accumulato, configurando una situazione – la più diffusa in Europa fino ai primi anni ’80 – nella quale il gestore non viene responsabilizzato sotto alcun profilo, né afferente ai costi (rischio industriale), né riguardo i ricavi (rischio commerciale). http://www.tesionline.it/consult/brano.jsp?id=8417 |
