It might even be more prudent in saying,*** 'proposal for overseeing the restaurants',*** as overseeing implies 'taking the responsibility' for that purpose. This Chef is not going to that post(you said different restaurants) to do the cooking. He is there to 'oversee' the existing arrangements and, perhaps introduce new methods and recipies, 'oversee' their implementation and move on.

neutral  Peter Close: To ‘oversee’ means ‘to supervise or to be responsible for a person or his work’. The chef's responsibilities would be to take care of the restaurant in every way, and that would include looking after the facilities, amenities and equipment.

  -> Exactly that, Mr. Close. He is not interested in 'taking care' of the ..toilet's cleanliness, or whether the suppliers were paid or not. His remit is to 'oversee' whether HIS way of cooking and running the kitchen is ADHERED to. He is a respected Chef!!!
