Le climat affairiste des premières décennies du XVIIIe siècle alimente un courant critique au sein du gouvernement à l’égard des monopoles d’invention et suscite leur redéfinition comme « prix du service ».

It is slightly ambiguous to me whether 'prix' should be translated in the sense of 'reward/prize' or in the sense of 'cost'. I think 'reward' makes more sense: ie, the granting of monopolies was a reward for service. But 'cost' could work as well seeing as it is being seen through the eyes of those in the government critical of the granting of monopolies, ie these critics regarded monopolies as a service cost.

According to the latter source cited, same page, the preamble of the 1762 declaration speaks in these terms:

"Dans le courant du XVIIIe siècle, les privilèges qui avaient à l'origine « pour objet de récompenser l'industrie des inventeurs [...] »"
