Имхо, здесь никто не измеряет электрическую непрерывность, ее вообще нельзя измерить, можно только проверить. Смысл, примерно, такой: сохранение (обеспечение, поддержание) электрической непрерывности между частями (деталями) машины (станка) и землей при сопротивлении (цепи) не более (в пределах) 100 Ом.
По-моему, как-то так.
