Loja do cidadão

English translation: Citizen' shop

Portuguese term or phrase: Loja do cidadão
I know what this is, but can't think of a good equivalent in GB English (probably because there everything goes through call centres and not face to face.

Here in Portugal these are government/utility offices with desks for all the different providers such as the tax office, power utilities, passport office, and so on.

Any ideas????

English translation:Citizen' shop
Explanation:
You're right, there is nothing equivalent/similar in English... So I'd keep it simple, mainly because the context will probably allow the reader to easily understand the concept: Citizens' Shop.

[I'd use the plural, gets more clear in EN...]

And seems that in www.portaldocidadao.pt/ they think the same way, if you select ENG on the top right...

Hope it helps.
